Sectors of critical importance

Annex I identifies sectors, subsectors and types of entities whose activity may be part of the scope of the RJCS. It is not a generic list of companies: each line contains its own definitions and references.

Electricity, district heating and cooling, oil, gas and hydrogen.

Air, rail, water and road transport according to the types defined in the Annex.

Credit institutions covered by the European definition indicated in the official text.

Trading venue operators and central counterparties.

Health

Care providers, EU reference laboratories and certain pharmaceutical activities.

Drinking water

Suppliers and distributors, with the specific exclusion provided for in the Annex.

Entities of collection, disposal or treatment, observing the main activity.

Digital infrastructure

IXP, DNS, TLD, cloud, data centers, CDN, trust and electronic communications.

ICT management between companies

Managed service providers and managed security service providers.

Land infrastructure operators supporting space services, with the exclusion indicated.

  • A similar trade name does not prove framework.
  • There are entities covered regardless of size.
  • The type of entity and exclusions from the official line shall be confirmed.

Frequently Asked Questions

Two important distinctions.

Being in an Annex sector I automatically make the entity essential?

Not in every case. The qualification results from the combined reading of the type of entity, size, criteria and exceptions provided for in Article 6.

Can a secondary activity be relevant?

It may require analysis. The actual activity, the service provided and the exclusions or conditions of the relevant line shall be confirmed.
